Police Report: On April 29, 2024, at approximately 11:20 am, I observed a black Dodge Charger traveling at an estimated speed of over 110 mph in a posted 60 mph zone on I-275 north, west of SR688. The violator continued to accelerate, weaving through all lanes of traffic from left to right and right to left. The driver operated the vehicle with willful or wanton disregard for the motoring public.
While never losing sight of the violator, I observed the vehicle continuing to travel over 110 mph and cutting in and out of traffic. I positioned my fully marked patrol car to the left side of the vehicle to get a description of the driver. I observed a light-skinned Black male with heavy hair in the driver’s seat, a female in the front passenger seat, and a Black male in the second-row left seat.
I then positioned my patrol car behind the violator to initiate a traffic stop. The violator accelerated and made an evasive maneuver to the left. I activated my emergency lights and sirens to conduct the traffic stop and advised the Tampa Bay Regional Communication Center (TBRCC) to hold traffic as a pursuit began. The black Dodge Charger, bearing FL Tag 10DYIK, was confirmed to be a black Dodge Charger.
The violator traveled in excess of 130 mph north on I-275, continuing to make evasive maneuvers, cutting across all lanes of travel, and using the left shoulder to pass all traffic. The violator exceeded speeds of 147 mph as I was traveling at 147 mph and the violator continued to pull away. The violator exited at mile marker 40B, traveling south on S Lois Ave, and ran a steady red light at S Lois Ave and SR60, continuing south on S Lois Ave.
The violator abruptly slowed down due to a northbound vehicle in the southbound lane and a stopped box truck in the northbound lane. The violator attempted to squeeze between the box truck and the sedan, colliding with both vehicles. To avoid a head-on collision with the sedan on the wrong side of the road, I followed the violator and attempted to make contact with my push bumper to stop or disable the vehicle. The violator swerved, lost control, almost entered the sidewalk, but recovered and continued southbound on S Lois Ave.
I placed my front right push bumper on the left rear of the violator’s vehicle to initiate a PIT maneuver. The PIT was successful, causing the vehicle to rotate counterclockwise half a turn, coming to a final rest on S Lois Ave, north of W Estrella St.
The violator, later identified by a FL ID Card as Mr. Tayvion Lajuan Robinson, exited the vehicle by crossing over the passenger seating and exiting through the passenger door, pushing over the female passenger. The second Black male crossed over the second-row right seat, exiting the rear passenger door.
The driver was wearing a white tank top, black shorts, white socks, short dread hair, and black slippers with red and green labeled Gucci. The passenger male was wearing a black shirt, black and red shorts, black socks, short dread hair, and white and black slippers. Both driver and passenger fled on foot, traveling south on S Lois Ave. The passenger continued south on S Lois Ave, south of W Estrella St, and the driver made a left, traveling east on W Estrella St, then south through the private property of 4118 W Estrella St.
I continued attempting to locate the driver but lost visual contact with both the driver and passenger. A perimeter was established around S Lois Ave and W Estrella St. While FHP K9 conducted a field search, they located the driver matching the description hiding inside a garbage can at 4135 Henderson Blvd. The driver was placed under arrest and brought back to the scene.
TBRCC was notified of the pursuit’s initiation and termination. The events occurred in Hillsborough County. The entirety of my interaction was captured on my mic and the in-car camera of FHP0149.
